I need to create a rounded edge rectangle with border radius 3

Hello,

in principle you can do that by using vector graphics - but the simplest and fastest way is still using bitmap frames as mentioned in the article Drawing rounded rectangles.

Yes. You have to create the necessary PNGs. For this purpose you use a graphic editor (e.g. GIMP, Photoshop Elements, Affinity Designer, etc.).
